Another way to cut it would be to distinguish distributed control implementations from centralized control implementations. This would be the implementation that requires the Roadway Field Management Station Operation FO and the various Other Roadway triples that likely support this F2F comm between the field master and signal controllers it manages. We could probably make it build on Fully Traffic Responsive so this one might have the most mandatory triples. These triples and FO might be optional in the previous implementations since the first two implementations can also optionally use distributed control.
